"The Washington Post" published an article about rocket attacks by Armenian armed forces on residential areas of cities located outside the conflict zone of Azerbaijan.

The article mentions that President Ilham Aliyev's assistant Hikmet Hajiyev made a statement on Sunday about Armenia's rocket attacks on Ganja and Mingachevir. Ganja, the second largest city of Azerbaijan is located approximately 100 kilometres from Khankendi, where several hundred thousand people live.

On October 4, Hikmet Hajiyev posted a video of the damaged buildings in Ganja on his Twitter account. Hajiyev describes the video as "the result of heavy rocket attacks by Armenia on densely populated regions of Ganja". The publication also mentions the Armenian rocket attack on Mingachevir, ‘where the water reservoir and the major power station are located’. 

The article states that a civilian was killed, and 32 civilians were injured as a result of the damage to the civilian infrastructure. 

Defense minister of Azerbaijan Zakir Hasanov said: “Shelling of Azerbaijani territories from the territory of Armenia is an obvious provocation and extends the combat zone.” 

Hikmet Hajiyev notes that no serious damage was caused to the infrastructure in Mingachevir. However, injuries were reported among civilians as a result of the strikes. 

On Sunday, Azerbaijani President Ilham Aliyev wrote that the Azerbaijani Army liberated Jabrayil city and several villages of the city. 

The article mentions that despite the ceasefire agreement in 1994, the armed forces of Armenia occupied not only Nagorno-Karabakh, but also a large area outside the borders of the former Nagorno-Karabakh Autonomous Province, including Jabrayil region. On Sunday, the Azerbaijani Army liberated Jabrayil from occupation.

The head of the state repeatedly noted that the only condition for the cessation of hostilities is the withdrawal of Armenian troops from Nagorno-Karabakh.

The Ministry of Foreign Affairs of Turkey condemned the Armenian attack on Ganja on Sunday, stating that the attack was evidence of a violation of international law by Armenia. Representatives of the Ministry of Foreign Affairs of Turkey said: "Armenia is the biggest obstacle to peace and stability in the region." The article also reports that Ankara accused Armenia of attacking civilian residential areas and said that Armenia committed crimes against humanity.

It should be recalled that in April-November 1993, the UN Security Council adopted resolutions No. 822, 853, 874 and 884 condemning the occupation of Azerbaijani territories, demanding the unconditional and immediate withdrawal of Armenian armed forces from the occupied territories, and the return of Azerbaijani IDPs to their native lands. In March 2008, the UN General Assembly adopted Resolution No. 62/243, which reaffirmed the position of the international community regarding those resolutions of the UN Security Council. Based on those resolutions of the UN Security Council, the legislative bodies of various countries and international organizations have adopted dozens of resolutions demanding the withdrawal of the Armenian forces from the territory of Azerbaijan.
