On May 9, President of the Republic of Azerbaijan Ilham Aliyev attended the inauguration of the 330 kV "Shafag" substation, owned by "AzerEnerji" OJSC, in the village of Soltanli, Jabrayil district.Balababa Rzayev, Chairman of "AzerEnerji", briefed the President on the project. He reported that significant infrastructure projects have been implemented by the government to integrate the 240-megawatt "Shafag" Solar Power Plant (SPP) into the national power grid. Built by bp in Jabrayil, the plant is the first utility-scale solar project and the largest direct foreign investment in the liberated territories.As part of this project, "AzerEnerji" constructed a 330 kV digital substation in Jabrayil. To connect this facility to the national grid, a 7.5-kilometer, 330 kV double-circuit high-voltage transmission line was installed to the "Jabrayil" Energy Hub. This infrastructure serves as a strategic bridge for the nationwide distribution of "green energy."The substation is equipped with modern digital systems, open and closed switchgear, and a Digital Control Center. A micro-SCADA dispatch system has been installed at the center to provide remote monitoring and control, fully integrated into the central SCADA system.The workforce at the substation was primarily selected from the newly resettled local population, who underwent specialized training before being hired. On May 9, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva reviewed the progress of construction at the 150-bed Jabrayil District Central Hospital.Minister of Health Teymur Musayev briefed the head of state and the First Lady on the progress achieved and the upcoming phases of the project.The foundation stone of the hospital was laid by President Ilham Aliyev in 2021. The complex covers an area of nearly 5 hectares. The hospital will include departments for therapy, surgery, pediatrics, maternity, infectious diseases, anesthesiology-intensive care, and hemodialysis, among others. In addition, a polyclinic, radiology and functional diagnostics units, physiotherapy and medical rehabilitation departments, as well as a clinical diagnostic laboratory, will be established. Construction work is currently underway on the main building, along with the infectious diseases, hemodialysis, and polyclinic blocks, the emergency medical station, and the Jabrayil District Center for Hygiene and Epidemiology.

Shukurbeyli village has been completely rebuilt. As you know, during the occupation, the Armenian state completely destroyed this village; not a single building remained intact. During my numerous meetings with former internally displaced persons (IDPs) throughout the years of occupation, I always said that once we liberated our lands, we would rebuild all our cities and villages, making them even more beautiful. Today, we witness this in the example of Shukurbeyli. The village is highly modern, with all conditions created for living, working, and studying. There is a school, a music school, two kindergartens, a medical center, and, of course, beautiful and comfortable houses where you, the residents of Shukurbeyli, can live in comfort.For many years, these lands remained under occupation. The Armenian state sought to completely erase the heritage of the Azerbaijani people from these territories, but they failed to achieve this. Although our cities and villages were devastated, the historical memory of the Azerbaijani people was never erased. I know that you, like all former IDPs, lived with one dream — the dream of returning to your native lands.

Azerbaijan has today sent 172 people (39 families) from Baku to the city of Fuzuli in another phase of relocation process.This phase involves resettling families into newly constructed houses as per the directives of President Ilham Aliyev, marking ongoing efforts in the aftermath of the end of Armenian occupation.With this latest relocation, the total number of families resettled in the city reaches 705, comprising 2,689 individuals.

The return of IDPs to Fuzuli city upon the order of the President of Azerbaijan, Ilham Aliyev, continues.On March 18, the next group of families departed from the Garadagh district, Baku.At this stage, another 34 families (123 people) moved to Fuzuli.The number of families relocated to Fuzuli so far is 596 (2,245 people).

On May 9, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva viewed the facilities established in the private houses built in Shukurbeyli village.The head of state and the First Lady were briefed on developments in the village.A total of 2,522 people (615 families), including residents from the villages of Shikhaliaghali and Dajal, as well as the Mahmudlu settlement, are planned to be resettled in the village. In the initial phase, 635 private houses have been commissioned, with 615 designated for residents and 20 for service use. The houses consist of 2-, 3-, 4-, and 5-room units.A range of measures has been implemented in the village to ensure comfortable living conditions for residents and to address social issues. These include the construction of two kindergartens with 80 seats each, a medical point, a music school, a club-community center, and an administrative building for local executive authorities.A 35/10 kV electrical substation has been built in Shukurbeyli, while electricity, natural gas, drinking water, and communication lines, as well as high-speed internet and IP TV services, have been provided. All roads have been asphalted.

President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva have attended a ceremony of the laying of the foundation stone for the 5th residential complex in the city of Aghdam.Special Representative of the President of the Republic of Azerbaijan in the liberated territories of the Karabakh Economic Region (except Shusha district) Emin Huseynov briefed the head of state and the First Lady on the construction project.The residential complex, with a total area of 12 hectares, will feature 1,115 apartments comprised of 25 one-room, 314 two-room, 552 three-room and 224 four-room ones.
