The website of The Global Future College, a prestigious French research center, published an article entitled “Azerbaijan: civilians are the first and ultimate victims.”

The article says that the military positions and residential settlements of Azerbaijan were subjected to fire by Armenia on September 27.

It is noted that as a result of the intensive shelling by Armenia of Gapanli village of Tartar district, Chiragli and Orta Garvand villages of Aghdam, Alkhanli and Shukurbayli villages of Fuzuli, Jojug Marjanli village of Jabrayil district, civilians, including women and children, were injured.

It is also reported that international humanitarian law, including the Geneva Convention of 1949, were grossly violated, and many residential areas and houses along the front were severely damaged.

The article stresses that as a result of the bombing of many villages in the direction of Azerbaijan’s Tovuz district by the Armenian armed forces in July of this year, there were casualties among civilians.

It is emphasized that the tension between Armenia and Azerbaijan has been going on for about 30 years since the Nagorno-Karabakh region of Azerbaijan was occupied by Armenia in the early 90s. Anti-Azerbaijani feelings in Armenia have gradually turned into an all-out military campaign against Azerbaijan with disastrous results.

The article says during the war that started in 1991 and lasted until 1994, nearly 30,000 people were killed and more than a million Azerbaijanis were displaced from their native lands. The war ended after a ceasefire deal was reached in 1994.

It is also noted that the Nagorno-Karabakh region and seven surrounding districts are still under Armenian occupation. Despite the UN Security Council resolutions demanding an immediate, complete and unconditional withdrawal of occupying Armenian troops from the Azerbaijani lands and the negotiation process mediated by the OSCE Minsk Group, Yerevan continues to hinder a non-military solution to the conflict. Azerbaijani officials have repeatedly called on the international community and the OSCE Minsk Group to take action against Armenia’s military attack on Azerbaijani civilians. The OSCE Minsk Group co-chairing countries – France, Russia, and the United States urged the parties to immediately return to the negotiating table.
